International scientific workshop on State management in the context of industrial revolution 4.0 in Vietnam and Laos

    On March 22, in Hai Phong, the Ho Chi Minh National Academy of Politics collaborated with the Vietnam Academy of Social Sciences, the Lao National Political and Administrative Academy, the Lao National Academy of Social Sciences and the Hai Phong Party Committee to hold an international scientific workshop titled "State management by law to adapt to the context of international integration and the 4th industrial revolution in Vietnam and Laos".

    Co-chairs the workshop were Prof. Dr. Nguyen Xuan Thang - Secretariat Member of the Party Central Committee, Chairman of the Party Central Theoretical Council, President of the Ho Chi Minh National Academy of Politics; Le Van Thanh - Member of the Party Central Committee, Secretary of City Party Committee, Chairman of Hai Phong People's Council; Prof. Dr. Nguyen Quang Thuan - Party Secretary, Chairman of Vietnam Academy of Social Sciences; Assoc. Prof. Dr. Thongsalith Mangnomek - Member of the Central Committee of the Lao Revolutionary Party, Director of the Lao National Political and Administrative Academy; Dr. Sonethanou Thammavong - Member of the Central Committee of the Lao Revolutionary Party, Chairman of the Lao National Academy of Social Sciences.

    Delivering the opening speech, Prof., Dr. Nguyen Xuan Thang, Secretariat Member of the Party Central Committee, Chairman of the Party Central Theoretical Council, President of the Ho Chi Minh National Academy of Politics affirmed that Vietnam and Laos were in the process of industrializing and modernizing the country, initiatively and actively integrating into the world. The Industrial Revolution 4.0 has opened up many opportunities for Vietnam and Laos to improve their technology, production capacity and competitiveness, however, both countries will have to deal with many upcoming challenges.

    In order to accommodate to the context of international integration and the industrial revolution 4.0, Vietnam and Laos must innovate the method of state management by law towards an open governance based on information technology. It must be a governance platform that meets the requirements of transparency in government operations; of adherence to common moral values, principles and standards to maintain and prioritize public interests; of accountability to the people about the decisions of the State and the responsibility for those decisions; of participation of social objects in the policy planning, implementation and service delivery progresses.

    The reality of more than 30 years of innovation in Vietnam shows that the model of economic growth in wide sense has brought about a relatively high growth rate, contributing to reducing the poverty rate sharply. If that model is maintained, however, the deeper the integration, the more dependent the Vietnamese economy will be on the outside and the greater the risk of sinking into "processing and assembly traps" and entangling in the low stage of global value chain. In order to reach the aspiration for a socialist-oriented developing country in the middle of this century, Vietnam needs to shift to a new growth model, based on technology, knowledge and innovation. The efforts to accelerate the transition of the economy need to go along with the establishment of an appropriate institutional and governance environment, in which a streamlined and efficient state apparatus is the backbone, Prof. Nguyen Xuan Thang said.

    Prof. Nguyen Xuan Thang stated that the model of state management by law in Vietnam was a model of the socialist rule of law of the people, by the people and for the people. During the 12th National Congress of the Communist Party of Vietnam, along with the "key" task of building a comprehensive Party in both ideology and morality, the task of building apparatus and staff with innovating thinking and actions and efforts to build the State of integrity in accordance with the law is being implemented synchronously, drastically and deeply into life to meet the nation’s new development requirements. Therefore, through the workshop, he would like the delegates and scientists to propose solutions, initiatives, contribute to the development of each country, promote comprehensive friendship relations between Vietnam and Laos. The results of the workshop will be compiled by the organization board for the preparation of drafting documents to be submitted to the 13th Congress of the Communist Party of Vietnam and the 11th Congress of the Lao Revolutionary Party.

    Speaking at the workshop, Assoc. Prof. Dr. Thongsalith Mangnomek, Member of the Central Committee of the Lao Revolutionary Party, Director of the Lao National Political and Administrative Academy said that the workshop was a meaningful event for the two parties, two states and people of the two countries Laos - Vietnam and Vietnam - Laos. It took place while the Lao Revolutionary Party and the Communist Party of Vietnam were implementing the Party's Resolution at the end of the Congress. During that period, both countries have reached great achievements in terms of politics, economy, culture and society. In particular, the Lao Revolutionary Party is implementing its Resolution to improve the efficiency of State management by law in accordance with new circumstances, in order to build a clean, strong and effective State, which is an institutional breakthrough.

    To contribute to the reform of a strong state management, to build a state management and social management systems by law to meet the conditions of integration and this Industrial Revolution 4.0, Assoc. Prof. Dr. Thongsalith Mangnomek proposed the scientists from two countries to exchange and study some important issues such as: Researching on the construction of new and constructive State in the advanced and modern technology environment; Studying the state management system on economy, together seeking for a sustainable development path; maintaining a stable economic growth rate ... along with focusing on clarifying the issues of state management by law on political security, improving the Party's power, promoting the regime People's democracy on the path to socialism, creating credibility and trust of the People. The scientists should also work together to study the state management system of all kinds of enterprises for them to operate in accordance with the law; build a new public management system, apply the advanced technology in the management process towards building an e-Government; consider serving people as a focus, building a smart state with innovative ideas.

    Speaking at the workshop, on behalf of the Hai Phong Party Committee, authorities and people, Mr. Le Van Thanh stated that the organization of the workshop was an important event for Hai Phong. After spending time analyzing the results, opportunities and challenges for Hai Phong, he stressed that the city was very interested in issues which scientists, researchers and management leaders mentioned at the workshop and believed that the good results of the workshop would open up many development opportunities as well as contributing to strengthen the close relationship between the two parties, the State and people from Vietnam and Laos.

    At the scientific workshop, delegates and scientists focused on discussing the main contents: Clarifying the requirements for state management by law in the context of the industrial revolution 4.0 and international integration; analyzing the status of state management by law in Vietnam and Laos in all areas of social life in the context of the industrial revolution 4.0; proposing solutions to improve the efficiency of state management by law to adapt to the context of international integration and industrial revolution 4.0 ... The results will be selected by the organization board to build reports and prepare for documents of the 13th Congress of the Communist Party of Vietnam and the 11th Congress of the Lao Revolutionary Party.
