In the morning of December 21st, 2020, Secretary of the Party Central Committee, President of Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Prof. Dr. Nguyen Xuan Thang received Mr. Konstantin Vasilievich Vnukov, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Vietnam who came to say farewell upon the expiry of his term of office.
On the side of Ho Chi Minh National Academy of Politics, attendees of the meeting included Assoc. Prof, Dr. Duong Trung Y, Vice President of the Academy; representatives from Department of International Cooperation, Department of Training Management, Department of Scientific Management, Institute of International Relations, Institute of Party History, and Office of the Academy.
The Embassy of the Russian Federation in Vietnam included the Counselors: Sergey Tanakov and Evgeny Mitrofanov; Ms. Anna Gvozdeva, attache and secretary to the Ambassador.
Prof. Dr. Nguyen Xuan Thang chaired the meeting
At the meeting, Prof. Dr. Nguyen Xuan Thang congratulated Ambassador Vnukov on the excellent completion of his working term in Vietnam and highly appreciated the contributions of Ambassador Vnukov in strengthening and enhancing the Vietnam-Russia comprehensive strategic partnership, maintaining close coordination between the Academy and the Embassy of the Russian Federation in Vietnam in general, and with Russian organizations and partners in particular. Especially, the cooperation between the Academy and Ho Chi Minh Institute under the Faculty of Oriental Studies, Saint Petersburg State University is one of the models of cooperation to introduce the images of Vietnam and Ho Chi Minh to the world, helping international friends to better understand the country and the people of Vietnam.
Congratulating the Russian Federation on becoming one of the first countries in the world to successfully develop ac Covid-19 vaccine and conduct a mass vaccination campaign against Covid-19, Prof., Dr. Nguyen Xuan Thang emphasized that in the context of the Covid-19 pandemic, the two countries have cooperated and closely supported to deal with the epidemic together.
Speaking at the meeting, Prof., Dr. Nguyen Xuan Thang said that currently the preparation process for the 13th National Congress of the Communist Party of Vietnam has basically been completed. In particular, the main spirit of the draft documents submitted to the Congress is to emphasize Party building work, and the development on the basis of science - technology and innovation. Therefore, Prof. Dr. Nguyen Xuan Thang wished that as one of the world leaders in science – technology, Russia would pay attention to this spirit, capture and effectively exploit the opportunities and potentials of cooperation between the two countries, especially in the fields of economics, trade, investment and science, contributing to promoting the development of each country in particular, the comprehensive strategic partnership between Vietnam and the Russian Federation in general.
Prof., Dr. Nguyen Xuan Thang hoped that in his another position, Ambassador Konstantin Vnukov would always remember the country and the people of Vietnam, continue to contribute to the consolidation and development of the the Vietnam-Russia comprehensive strategic partnership, relations between Ho Chi Minh National Academy of Politics and Russian partners in particular for the benefit and development of the people of the two countries.
Prof., Dr. Nguyen Xuan Thang presented a gift to the Ambassador
Expressing sincere thanks to Secretary of the Party Central Committee, the Academy’s President Prof. Dr. Nguyen Xuan Thang for his warm reception, Mr. Konstantin Vasilievich Vnukov, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Vietnam affirmed that for more than 6 years working in Vietnam and as a bridge to promote the cooperation between the two countries in general, between the Academy and the Russian partners in particular, the results that the two sides have achieved in recent years are very remarkable. Although, due to the Covid-19 pandemic, many important bilateral cooperation activities celebrating the 70th anniversary of relations between the two countries (January 30th, 1950 - January 30th, 2020) were forced to be postponed and will be resumed in 2021, the two-way trade turnover is still growing well, the bilateral relations in all aspects have continued to be strengthened.
Particularly, the Ambassador highly appreciated the prevention and control of the Covid-19 pandemic in Vietnam. In the context of the year 2020 with complicated epidemics, affecting all aspects of the political - economic - social life of each country, Vietnam has well assumed the role of a non-permanent member of the United Nations Security Council and Chairman of Association of Southeast Asian Nations (ASEAN); and successfully organized the Party Congress at all levels, progressing to the 13th National Congress of the Communist Party of Vietnam in January 2021. The Ambassador affirmed that the 13th National Congress of the Communist Party of Vietnam would be an important event not only for Vietnam, but also for all strategic partners of the country. Through researching and closely monitoring the preparation for the Congress, Mr. Konstantin Vasilievich Vnukov highly appreciated the contribution of Ho Chi Minh Academy of Politics in building the draft documents submitted to the Congress. He believed that the 13th National Congress of the Communist Party of Vietnam would be successful.
The Ambassador affirmed that, in his another position, he personally always cares and makes great efforts to contribute to the development of the bilateral relationship between the two countries in general and the relationship between Ho Chi Minh National Academy of Politics and Russian partners in particular.

Mr. Konstantin Vasilievich Vnukov began accepting the position of Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Vietnam from 2014 to present. During his tenure, he made many contributions to promoting the increasing development of the Vietnam-Russia Federation comprehensive strategic partnership. Politically, during this period, there have been many high-level visits by heads and leaders of the two countries, such as the visit to Vietnam and attendance at the 2017 APEC Summit of the Russian President Putin; the visit to Vietnam in 2018 by former Russian Prime Minister Medvedev; and the visit to the Russian Federation by General Secretary Nguyen Phu Trong in 2018 and Prime Minister Nguyen Xuan Phuc in 2019. Regarding trade, during this period, the two countries signed many important cooperation documents, such as the Free Trade Agreement between Vietnam and the Eurasian Economic Union in May 2015; Protocol between the Government of the Socialist Republic of Vietnam and the Government of the Russian Federation on supporting the production of motor transport vehicles in the territory of Vietnam in March 2016.
