In the afternoon of April 10, Ho Chi Minh National Academy of Politics held a scientific workshop “Summary on implementating the 2013 Constitution of the Socialist Republic of Vietnam (2013-2019)”. Prof. Dr. Nguyen Xuan Thang, Secretary of the Party Central Committee, Chairman of the Central Theoretical Council, President of the Academy; Assoc. Prof. Dr. Le Quoc Ly, Vice President of the Academy; Prof. Dr. Truong Ho Hai, Director of the Institute of State and Law co-chaired the workshop.

Speaking at the opening ceremony, Prof. Dr. Nguyen Xuan Thang, President of the Academy emphasized the importance of the workshop while the country is preparing to build the 13th Party Congress document; summarizing 30 years of implementing the Platform for national construction in the transition period to socialism; summarizing 10 years of implementing the socio-economic development strategy and summarizing the 5-year term of the 12th Party Congress. The workshop will contribute to a comprehensive and systematic review of the opinions and views at the 2013 Constitution.
He asked the delegates to focus on clarifying deeply and specifically about the leadership of the Party, the issue of building the State of the rule of law, the issue of socialist democracy… to make every opinion become a positive contribution to the process of implementing the Constitution and building the 13th Party Congress document.

Speaking at the workshop, Assoc. Prof. Dr. Le Quoc Ly, Vice President of the Academy said that the Directive 32-CT/TW dated January 3, 2014 of the Central Party Committee on implementing the Constitution of Socialist Republic of Vietnam had defined the implementation of the Constitution as one of the central tasks of the entire political system, of the entire Party, the entire army and the entire people. After more than 5 years of implementing the 2013 Constitution, the outstanding achievements are that the managers as well as people have been more fully aware of the role of the Constitution, many of the Constitution contents have been concretized into the laws. However, the implementation of the Constitution is still limited and inadequate in some issues such as the decentralization between the Central and the localities; the controlling power between legislative, executive and judicial agencies; people's awareness of the issue of ensuring human rights, basic rights and obligations of citizens, etc..
With that said, Dr. Le Quoc Ly asked the workshop to assess in a scientific and objective way, clarify the achieved results, limitations, obstacles and difficulties in the implementation of the Constitution, to provide basic recommendations for the implementation of the core contents of the 2013 Constitution.
At the workshop, the delegates focused on clarifying two topics: “Implementing the 2013 Constitution provisions on political system; the organization and operation of the state structure; the issue of controlling state power” and “Implementing the 2013 Constitution provisions on human rights, basic rights and obligations of citizens and other issues”.
