By inheriting and further developing the results of relevant scientific studies, the dissertation addresses and clarifies several fundamental issues as follows: First, it explores theoretical aspects of mass mobilization work and the quality of mass mobilization, while outlining the socio-economic, cultural, defense, and security contexts, as well as the functions, tasks, and working relationships of provincial military commands. On this basis, the dissertation conceptualizes mass mobilization work, analyzes its contents, forms, and methods, and identifies its characteristics, roles, conceptual approaches, determining factors, and evaluation criteria. This serves as the theoretical framework for assessing the current situation of mass mobilization work and its quality in provincial military commands within Military Region 4. Second, it analyzes the current situation, clarifying the strengths, limitations, and underlying causes related to mass mobilization work and its quality in provincial military commands of Military Region 4 at the present stage. Third, it examines emerging issues regarding mass mobilization work and its quality. Fourth, it highlights influencing factors, directions, and proposes major solutions to improve the quality of mass mobilization work conducted by provincial military commands in Military Region 4.
New findings and main results of the thesis:
The thesis identifies critical issues emerging from the analysis of the current state of mass mobilization work and its quality in the provincial military commands of Military Region 4 at the present stage.
On this basis, it highlights the influencing factors, orientations, and proposes five major solutions to improve the quality of mass mobilization work in the provincial military commands of Military Region 4 toward 2030, with a vision to 2045, including: (1) Promoting a fundamental shift in awareness and responsibility among Party committees, organizations, forces, and all officers and soldiers; (2) Strengthening the leadership and direction of Party committees, authorities, and superior functional agencies regarding the quality of mass mobilization work; (3) Actively innovating content and flexibly and creatively applying forms and methods to enhance the quality of mass mobilization work; (4) Focusing on developing the qualities and competencies of officers and soldiers to meet the requirements of mass mobilization tasks; (5) Improving coordination efforts, while increasing investment in infrastructure and technical equipment to raise the effectiveness and quality of mass mobilization work.
