The thesis standardizes the concept of the leadership role of party committees in public universities in Hanoi in relation to youth work. It develops six main aspects of this leadership:

Firstly, guiding the thorough understanding and concretization of the Party's viewpoints on youth work, and defining the goals, directions, tasks, and solutions for youth work in public universities in Hanoi;

Secondly, leading the Ho Chi Minh Communist Youth Union in organizing and implementing youth activities;

Thirdly, directing the building, consolidation, and strengthening of the Ho Chi Minh Communist Youth Union's organizational structure;

Fourthly, leading organizations and units to coordinate in the implementation of youth work;

Fifthly, directing and guiding affiliated party organizations to lead youth work in accordance with their prescribed functions, tasks, and authority;

Sixthly, conducting preliminary and final reviews, drawing lessons learned, and improving leadership in youth work.

New points drawn from research and survey results

The thesis draws out new experiences in the leadership of party committees in public universities in Hanoi with regard to youth work. It proposes six new solutions to strengthen this leadership toward 2035, including several breakthrough measures.

These include innovating and improving the quality of drafting and promulgating leadership documents on youth work in a timely, focused manner that closely reflects practical realities; and enhancing leadership in promoting the exemplary role of cadres, party members, and lecturers so as to create strong motivation for students in their learning and self-cultivation.
