New academic and theoretical contributions:

On the basis of an overview and analysis of previous studies, the thesis identifies a research gap in the management of off-budget state financial funds (OBFs) in Vietnam. This gap lies primarily in the absence of a comprehensive and systematic theoretical framework on the management contents, the fundamental principles, and the practical instruments of management.

At the same time, the thesis also finds that the factors influencing the management of these funds have not been sufficiently examined in earlier research. In order to address this gap, the thesis has synthesized and generalized the concept of managing off-budget state financial funds from the perspective of economic management, thereby identifying three core and interconnected aspects of management: i) the management of the establishment of funds; (ii) the management of the operation of funds; and iii) the management of the review and reorganization of funds.

Furthermore, the thesis has examined and analyzed the key factors that exert influence on the management of these funds, including the leadership structure, the level of transparency, the national financial capacity, the quality of civil service personnel, the national public finance policies and the development of information technology infrastructure.

New Insights Derived from the Research and Survey Findings:

Based on data on the operation of off-budget state financial funds under the central government in Vietnam during the period from 2019 to 2024, the thesis analyzes the current state of fund management and highlights both achievements and linitations.

Through a survey of more than 180 officials working in the management of off-budget state financial funds, the thesis identifies the degree of influence of various factors on fund management. The factors, ranked from strongest to weakest, include: the leadership structure of the funds; the national financial capacity; the cadre of officials and civil servants in fund management; the national public finance policies; and the information technology infrastructure for fund management.

On the basis of the identified achievements and limitations, and in line with the perspectives and orientations for improvement, the thesis proposes a set of comprehensive solutions appropriate to the current operational conditions of the funds: (1) solutions to improve the management of fund establishment; (2) solutions to enhance the management and operation of funds; and (3) solutions to strengthen the review and reorganization of funds.

These research findings not only contribute to improving the management of off-budget state financial funds under the central government in Vietnam but also provide practical lessons that can be referenced and applied to the management of off-budget funds under local governments in the context of institutional reform, organizational streamlining, and administrative consolidation.
