New contributions for academic and theoríe of the thesis:
The dissertation identifies critical research gaps in the domains of institutions, development institutions, smart cities, enabling institutions, and enabling institutions for smart-city development. On this basis, it determines its research orientation toward enabling institutions for smart-city development.
Furthermore, the dissertation constructs a system of instrumental concepts and an analytical framework on enabling institutions for smart-city development from the perspective of political economy. Importantly, it contributes to clarifying fundamental theoretical issues, including the content, criteria, and influencing factors of enabling institutions for smart-city development.
Newpractical contributuons:
The dissertation adopts an analytical approach to scientifically assess the current state of enabling institutions for smart-city development in Ho Chi Minh City through two key dimensions: i) the orientations and policies of governing entities in promoting smart-city development, and ii) the institutional manifestations of enabling smart-city development across the economic, social, and ecological dimensions.
On this basis, the dissertation elucidates the achievements, limitations, and underlying causes of the shortcomings in enabling institutions for smart-city development in Ho Chi Minh City during the period 2017 - 2024. Furthermore, the dissertation proposes orientations and fundamental, feasible solutions for improving enabling institutions for smart-city development in Ho Chi Minh City toward 2030, with a vision to 2045.
