Overseas Vietnamese in the Czech Republic – Solidarity and wholeheartedness towards the Fatherland
Comrade Duong Hoai Nam said in his report that in the Czech Republic, the Party Committee and its affiliated Party cells have seriously collected comments on the draft documents of the 14th Party Congress. They have sent a summary report to the Party Committee of the Ministry of Foreign Affairs. At the same time, this task is also implemented with overseas Vietnamese, business associations, and local organizations by the Community Working Committee.
He stated that the draft document has been publicly and widely posted on websites and received more than 300 comments, with more than 50 comments at seminars and more than 200 comments sent in writing. Most of them expressed consensus and trust in the Party's innovation policy and made many practical recommendations.
Comments focused on emphasizing the need to promote the role of high-quality human resources domestically and abroad, strengthen connections with overseas Vietnamese intellectuals, and help to spread knowledge and technology for national development. Many comments suggested continuing to encourage hierarchy and decentralization associated with effective monitoring and inspection mechanisms; developing digital government and digital citizens to enhance the validity and efficiency of national governance. Many overseas Vietnamese expected that the State would have a policy to preserve and promote Vietnamese culture abroad, especially the Vietnamese language, thereby nurturing the national identity and spirit of the younger generations. There are suggestions of building a comprehensive strategy for overseas Vietnamese - considering this an inseparable part of the unified Vietnamese ethnic community, working towards the goal of "rich people, strong country, democracy, fairness, and civilization".

At the working session, Assoc Prof. Dr. Nguyen Manh Hung emphasized: The draft documents of the 14th National Party Congress represent a new step in the theoretical thinking and strategic vision of our Party on the path of national development in the new period. He said that the theme of the Congress continues to affirm the goal of building a clean and strong Party and political system; promoting the will for enhancement, the strength of great national unity and the aspiration to turn the country into a developed, high-income country by the middle of the 21st century.
Guiding the Party cells, grassroots Party committees and working delegations abroad to organize discussions, Assoc Prof. Dr. Nguyen Manh Hung recommended concentrating on two main categories of issues. Firstly, it is the task of the Ministry of Foreign Affairs to implement “strategic autonomy” – to be proactive, flexible and creative in implementing an independent, autonomous, multilateral and diversified foreign policy; while ensuring national and ethnic interests in the context of a rapidly changing, complex and unpredictable world. Secondly, issues related to overseas Vietnamese – an inseparable part of the Vietnamese ethnic community should be discussed. They need more support and favorable conditions in preserving cultural identity, Vietnamese language, connecting knowledge and contributing to the cause of national development.
Assoc Prof. Dr. Nguyen Manh Hung declared that the draft documents of the 14th Party Congress have 18 important new points, clearly reflecting the spirit of comprehensive innovation and development aspirations. The consistent spirit is to emphasize strategic breakthroughs, demonstrating the strong political determination of the entire Party, people, and army in implementing two 100-year goals: 100 years of founding the Communist Party of Vietnam (1930-2030) - building a clean and strong Party, improving its governing capacity; and 100 years of founding the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam (1945-2045) - activating the goal of a prosperous and happy country, on par with the world powers.
He also provided an overview of the country's socio-economic situation in recent times. In the context of obstacles, the Party and State have firmly pursued development goals, while resolutely directing the bottleneck removal, handling long-standing backlog projects, promoting institutional reform, digital transformation, and enhancing strategic infrastructure, thereby creating a foundation for sustainable growth.
From that reality, he suggested that diplomatic representative agencies should emphasize the core contents of the draft document, especially the spirit of breakthrough, political determination and aspiration for national development in the work of propaganda, dissemination and information exchange with overseas Vietnamese. This is not only the strategic orientation of the Party, but also a call to all Vietnamese people around the world to join hands, be unanimous, and contribute their intelligence and efforts to the cause of building and defending the Fatherland in the new era.
In the working trip to the Czech Republic, the delegation of the HCMA led by Assoc Prof. Dr. Nguyen Manh Hung respectfully thanked the Vietnamese Embassy and Vietnamese associations for their welcome and support. The purpose of the working trip is not only to exchange academic knowledge, but also to absorb opinions of overseas Vietnamese to complete the draft document to be submitted to the 14th Party Congress. The draft is currently in the process of gathering feedback from all members of the Party and the general public, with particular focus on foreign channels and organizations of Vietnamese living abroad as a crucial conduit for reflecting ideas, goals, and policy recommendations to the Party and State.
