Theoretical Contributions:
The dissertation proposes a new approach based on the management process of foreign direct investment (FDI) enterprises by provincial authorities, emphasizing the role of post-licensing management with four core components: management of enterprise establishment; labor management; tax management; and environmental management and science & technology transfer. It develops a set of evaluation criteria and identifies the factors affecting the state management of FDI enterprises by provincial authorities.
Practical Contributions:
The dissertation comprehensively and systematically analyzes and evaluates the current state of state management over FDI enterprises by the Bac Ninh provincial authorities for the period of 2015-2024, focusing on post-licensing management aspects. In doing so, it clarifies the achievements, limitations, and the root causes of existing shortcomings in this management work.
The dissertation identifies and substantiates the domestic and international contexts affecting the state management of FDI enterprises by provincial authorities.
Based on this analysis, it proposes five groups of solutions to innovate the state management of the Bac Ninh provincial authorities towards a facilitative, sustainable, and digitized approach. These solutions are highly feasible and aligned with the requirements of improving the investment environment and enhancing provincial competitiveness.
The research findings can be applied not only to Bac Ninh province but also serve as a reference for other localities with similar characteristics nationwide.
