The reserach results in the thesis contribute to supplementing and clarifying the theoretical basis of state management of mining activities in Vietnam.
The thesis has clearly defined the objectives, influencing factors, and contents state management of mining activities in Vietnam, including the overall state manageme activities according to functions including: promulgation, dissemination and propagand of relevant legal documents; planning; organization of implementation of planning an mining policies; organization of state management apparatus; and inspection, examination supervision and handling of violations of mining activities to effectively extract Vietnam' mineral resources.
Practical contributions
The thesis has analyzed and evaluated the current status of state management of mining activities in Vietnam in the period of 2018-2023, thereby pointing out a number of achievements (promoting national resources, contributing high economic value to the state budget; organizing extraction mostly in the direction of protecting national mineral resources; environmental issues are of concern and become an important condition in granting mining licenses; mining activities aim to support the community in the area with mines) and weaknesses in implementing management functions (the level of extraction of some types of minerals has not yet achieved high results compared to the explored reserves; illegal extraction causing loss of resources and environmental pollution still exists; some enterprises still use outdated mining technology; there are still concerns of people in the area with mines).
Some solutions to improve state management of mining activities in Vietnam are recommended: (1) Continue to improve policies and laws related to mining activities. Strengthen propaganda and dissemination of laws on mining activities; (2) Improve the work of mining planning according to the principle of ensuring feasibility, conformity with socio-economic development planning and associated with environmental protection; (3) Improve the efficiency of licensing and auctioning mining rights from the central to local levels; (4) Improve financial mechanisms and policies in mining activities. Strengthen management of implementation of financial obligations related to mining by organizations and individuals; (5) Strengthen state management of environmental protection in mining; support communities in mining areas of mining organizations and individuals, towards building a green and sustainable economy; (6) Strengthen inspection, examination, supervision and timely handling of violations in mining activities; (7) Improve and enhance effectiveness of state management apparatus for mining activities; focus on training and fostering the team of officials in charge of the industry.
The thesis can be used as a reference document for officials and civil servants working in state management of mining activities at the central and local levels and those interested in and researching the issue of state management of this resource management activity.
