On the evening of January 06, 2026, Ho Chi Minh National Academy of Politics held the new year reception 2026 with international organizations and partners in Hanoi. The host of the reception is Assoc, Prof, Dr. Doan Minh Huan, Politburo member, President of the Ho Chi Minh National Academy of Politics.

This important event is annually organized to express gratitude for the contributions and support of international organizations and representatives for the activities of the Ho Chi Minh National Academy of Politics in the past year.

The event welcomed Prof, Dr. Nguyen Xuan Thang, Member of the 13th Party Central Committee’s Politburo, former President of the Academy, and Chairman of the Central Theoretical Council; Ms Pauline Tamesis, United Nations Resident Coordinator in Viet Nam; comrades in the Board of Directors of the Ho Chi Minh National Academy of Politics; representatives of the leaders of the units under the Ho Chi Minh National Academy of Politics; and more than 100 officials representing partners, international organizations, embassies, international development agencies, ministries, departments, and central branches... that have cooperative relations with the Ho Chi Minh National Academy of Politics.

In the cheerful atmosphere of the early days of 2026, as we prepare to commemorate the Vietnamese traditional Tết holiday of Bính Ngọ, I am pleased to extend a warm welcome and reconvene with our esteemed friends and close international partners of the Ho Chi Minh National Academy of Politics.

On behalf of the Party Committee and the Board of Directors of the Ho Chi Minh National Academy of Politics, I wish to extend our respectful greetings, profound appreciation, sincere thanks, and warmest New Year wishes to Your Excellencies Ambassadors, members of the diplomatic corps, representatives of international organizations, and all distinguished guests, particularly Prof. Dr. Nguyễn Xuân Thắng.

The year 2025 marked a pivotal, era-defining transformation for Viet Nam. Viet Nam successfully implemented a major reform of its organizational structure to become “lean, streamlined, strong, efficient, effective, and impactful,” removing institutional bottlenecks and unlocking national resources. This laid a fundamental foundation, enhancing both capacity and readiness for the 14th National Party Congress to affirm a strategic vision and officially lead the country into a new era of progress.

Under the consistent and especially important leadership and guidance of the Politburo, led by General Secretary Tô Lâm, and with the direct leadership and guidance of Prof. Dr. Nguyễn Xuân Thắng, a member of the 13th Party Central Committee’s Politburo, former President of the Academy, and Chairman of the Central Theoretical Council, the Academy’s foreign relations and international cooperation have continued to thrive, deepen, and increasingly affirm their role as a vital pillar. This helps enhance the prestige of the national center for training leaders and managers, as well as the national center for political theory research and policy advisory work; it also gradually boosts the Academy’s prestige and reputation regionally and globally.

In 2025, international cooperation achieved remarkable and substantial milestones in both scale and quality. Throughout the Academy system, a total of 64 outbound delegations were organized, and 161 inbound delegations were hosted. Additionally, 19 international training and capacity-building activities were delivered for leaders and managers of various parties and partner countries, including the Lao People’s Revolutionary Party, Cuba, Mozambique, Angola, and the Russian Federation. Furthermore, 15 cooperation agreements were signed with leading international partners and organizations. Notably, the organization of overseas study missions, the invitation of international experts to participate in training programs for the planned cadres for membership of the 14th-term Party Central Committee, activities under the Vietnam-Australia Centre project, and cooperation initiatives with Lao PDR, Japan, Singapore, UNDP, the Friedrich-Ebert-Stiftung (FES), and the Rosa Luxemburg Foundation of the Federal Republic of Germany have demonstrated the Academy’s robust capacity for in-depth academic integration. International cooperation has served as a strategic bridge for knowledge, selectively drawing on modern governance best practices to directly support the Academy’s work in training and capacity building, scientific research, and policy advisory services. In particular, training programmes for fraternal parties and partner countries have further affirmed the Academy’s standing as a reputable think tank, helping to disseminate Viet Nam’s theoretical values and development experience while strengthening the Academy’s internal capacity and soft power in this era of national advancement.

Entering 2026, the success of the 14th National Party Congress has become a significant milestone, opening new momentum and opportunities for the Vietnamese nation. With a clear strategic vision and the highest level of political commitment, the 14th Congress has firmly positioned the country’s mindset and officially ushered Vietnam into a “new era of development,” an era of breakthroughs, self-reliance, and rapid progress. The unity of the Party’s will, the aspirations of the people, and a streamlined, strong political system form a powerful internal strength, enabling Vietnam to confidently seize opportunities, overcome challenges, and earnestly pursue the goal of becoming a developed, high-income country by 2045. The year 2026 marks not only the start of a new term but also the beginning of a historic journey in which Vietnamese resilience and intelligence will shine ever more brightly on the international stage.

Viet Nam will continue to follow a consistent and unwavering foreign policy based on the principles of “independence, self-reliance, resilience, peace, friendship, cooperation, and development." This policy now incorporates two newly reaffirmed and substantively integrated concepts: “strategic autonomy” and “self-reliance,” as outlined in the documents of the 14th National Party Congress. Modern foreign affairs not only emphasize integration but also actively help shape and mobilize international resources. Additionally, Viet Nam is committed to adopting modern global governance achievements and widely sharing its theoretical insights and development models with the international community.

Under the leadership of General Secretary Tô Lâm, the Ho Chi Minh National Academy of Politics endeavors to serve as the nation's foremost authority in political theory and a benchmark of resilience and intellect. The Academy is dedicated to fostering practical, effective, and targeted international cooperation, optimizing academic diplomacy, and augmenting Viet Nam's prestige on the global stage. Concurrently, it recognizes that the exchange of theoretical perspectives and high-level leadership development with communist and ruling parties constitute a fundamental pillar of the Party's external relations, thereby contributing to the execution of the nation’s strategic vision in this evolving era.

The Spring Gathering of Bính Ngọ 2026 represents a cherished cultural tradition of the Vietnamese people. On this occasion, I would like to express my sincere gratitude on behalf of the Ho Chi Minh National Academy of Politics to the esteemed Ambassadors and representatives of international organizations and development cooperation agencies. I also look forward to your continued valuable support and effective collaboration in the upcoming year, for the advancement of each nation and the shared prosperity of the region and the world.

In particular, I wish to convey my profound gratitude to Prof. Dr. Nguyễn Xuân Thắng, a distinguished member of the 13th Party Central Committee’s Politburo, former President of the Academy, and Chairman of the Central Theoretical Council. His significant, outstanding, and impactful contributions over the years to leadership training and capacity development at all levels, as well as to research and policy advisory activities for the Party and the Government of Viet Nam, are deeply appreciated. Moreover, we acknowledge and value his efforts in strengthening traditional, friendly, and strategic relations with various countries and international partners. We sincerely hope that he will continue to offer his wisdom, dedication, and invaluable experience toward the continued development of the Academy and Viet Nam.

In the congenial atmosphere of the new spring season, I wish to invite everyone to raise their glasses in celebration of the burgeoning friendship, collaboration, and the extensive and strategic partnership between the Academy, diplomatic missions, and international development organizations. May these endeavors continue to advance and reach new heights.
