On the morning of February 28, 2026, Prime Minister Pham Minh Chinh visited and worked with the Academy of Public Administration and Governance. The working session demonstrated the attention of the Party and State leaders toward the training and fostering of the team of cadres, civil servants, and public employees; at the same time, it reaffirmed the increasingly important role and position of the Academy in the cause of building a professional, modern, and high-integrity administration that serves the People and national development in the new stage.

Overview of the meeting

On behalf of the Party and State Leaders and General Secretary To Lam, Prime Minister Pham Minh Chinh extended his cordial regards and best New Year wishes to the leaders, faculty, staff, and employees of the Academy of Public Administration and Governance

Also attending the working session were leaders of central ministries and sectors: Mr. Nguyen Hai Ninh, Member of the Party Central Committee and Minister of Justice; Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training; Mr. Nguyen Van Hoi, Deputy Minister of Home Affairs; Mr. Hoang Minh, Deputy Minister of Science and Technology; and Mr. Tran Quoc Phuong, Deputy Minister of Finance.

From the Ho Chi Minh National Academy of Politics, there were: Assoc, Prof, Dr. Le Hai Binh, Member of the Party Central Committee and Standing Vice President of the Ho Chi Minh National Academy of Politics; Assoc, Prof, Dr. Nguyen Duy Bac, Vice President of the Ho Chi Minh National Academy of Politics; and leaders of several functional units under the Academy.

From the Academy of Public Administration and Governance, there were: Assoc. Prof. Dr. Nguyen Ba Chien, Secretary of the Party Committee and President of the Academy; former Presidents of the Academy through various periods; the Vice Presidents of the Academy; members of the Academy’s Party Executive Committee; leaders of units under and attached to the Academy; all faculty, staff, and employees within the entire Academy system; and a large number of Academy students.

The working session was held in person at the Hanoi headquarters and connected online to regional campuses in Ho Chi Minh City, Da Nang, and Dak Lak.

A Strategic Merger: Unifying the National Hub for Cadre Training and Fostering

At the working session with Prime Minister Pham Minh Chinh, Assoc. Prof. Dr. Nguyen Ba Chien, President of the Academy of Public Administration and Governance, affirmed: the merger of the National Academy of Public Administration into the Ho Chi Minh National Academy of Politics according to Decision 214-QD/TW of the Politburo is a strategic policy, reflecting an innovative mindset toward a streamlined, efficient, and effective organizational apparatus.

After more than a year of implementation, the Academy has quickly stabilized its organization and arranged personnel, ensuring no disruption to training, fostering, and scientific research activities. The new model provides the foundation to form a cadre training system that is both firm in political theory and proficient in governance and public service execution capacity.

Nearly 70 years of tradition - A solid foundation for new development

Inheriting the tradition since 1959, the Academy has fostered over 500,000 mid-level and senior leadership and management cadres; trained tens of thousands of bachelors, masters, and doctors in public management and state governance.

Currently, the Academy has 649 faculty and staff members; manages more than 16,000 undergraduate students, nearly 2,000 master’s students, and over 200 doctoral candidates. The system consists of the headquarters in Hanoi and 3 regional campuses, creating a network closely linked with management practices in regions across the country. Quality accreditation has been promoted, with 11 out of 14 undergraduate programs already accredited.

Innovating training toward capacity development and digital transformation adaptation

In the context of apparatus reform and the operation of two-tier local government, the Academy is shifting strongly from knowledge training to competency-based training. The focus is on fostering local governance capacity, development governance, policy execution capacity, digital capacity, and adaptability.

The Academy has directly compiled and taught fostering programs for the team of communal-level leadership cadres, coordinating with many ministries, sectors, and localities to organize intensive training courses. Alongside this is the promotion of digital transformation in university governance, aiming toward the “Digital - Green - Smart Academy” model.

Strengthening scientific research and policy consultancy

Scientific research activities are deployed synchronously with many national and ministerial-level projects and policy recommendations sent to the Central government.

The Academy organizes international public governance forums, introduces modern governance indices, and provides scientific evidence to serve administrative reform and improve national competitiveness.

Extensive international integration - Affirming the position of a specialized academy

The Academy has established relationships with more than 50 global partners and is an active member of international networks on administration and public service; participates in regional and world governance forums; and organizes fostering for cadres of many countries.

Through international cooperation, the Academy accesses modern governance knowledge and introduces Vietnam's reform experiences to the world.

Strategic recommendations to elevate development

First, it is recommended to provide unified guidance for the training and fostering system of cadres and civil servants based on competency standards, taking governance and execution capacity as the center, linking training with employment and evaluation, and forming a synchronous fostering ecosystem nationwide to improve the effectiveness and efficiency of the administrative apparatus.

Second, task the Ministry of Home Affairs to coordinate with the Ho Chi Minh National Academy of Politics to develop a unified curriculum framework and fostering materials on governance, administration, and public service execution. The Academy of Public Administration and Governance will focus on compiling standard programs to serve as a basis for training institutions, especially provincial political schools, to implement in accordance with local practices, ensuring unity yet flexibility.

Third, propose attention and investment to develop the Academy into a national key higher education institution for administration and public governance, providing high-quality human resources for the public service.

Fourth, create mechanisms for the Academy to participate more deeply in policy consultancy, criticism, and evaluation, aiming to become a prestigious center for public policy training, research, and consultancy.

Fifth, propose the early allocation of resources to implement Phase 2 of the investment project, completing the “Digital - Green - Smart Academy” model to ensure synchronous, modern, and sustainable development.

The Academy of Public Administration and Governance clearly defines its political responsibility in the new development stage under the leadership of the Ho Chi Minh National Academy of Politics; continues to innovate training, promote research, policy consultancy, and international cooperation, contributing to improving the effectiveness and efficiency of the state administration.

The Academy sincerely thanks the attention and guidance of the Prime Minister and central agencies; wishes Prime Minister Pham Minh Chinh, along with all comrades and students, a New Year of health, happiness, and success.

At the working session, on behalf of the leadership of the Ho Chi Minh National Academy of Politics, Mr. Nguyen Duy Bac, Vice President of the Academy, sincerely thanked the Prime Minister and the Government working delegation for visiting and working at the Academy of Public Administration and Governance in the very first days of the New Spring 2026; at the same time, he reported and clarified several key contents.

First, regarding the implementation of Resolution No. 18-NQ/TW and Decision No. 214-QD/TW of the Politburo, the Ho Chi Minh National Academy of Politics has implemented the merger of the National Academy of Public Administration into the Academy system, unifying a national hub for training and fostering leadership, management cadres, and civil servants and public employees in both political theory and state management, public governance. The Academy has received and arranged the team of cadres and lecturers; reorganized the Academy of Public Administration and Governance with the mission of undergraduate and postgraduate training, scientific research, and participating in cadre fostering as assigned. After more than a year, the new model is basically stable and has not disrupted tasks.

Second, the Academy has implemented the function of a “national center for training and fostering cadres, civil servants, and public employees” according to Decision 214 and Decree 171/2025/ND-CP; presided over the compilation of programs and materials for fostering state management knowledge and skills for leadership and management civil servants at all levels; coordinated with ministries, sectors, and localities to organize national fostering classes on Party building, organizational apparatus, operation of two-tier local government, administrative reform, and public governance.

Third, regarding the orientation for the coming time, the Academy identifies: continuing to perfect the organizational model and operational mechanism; strongly innovating training content and methods toward taking practice as the center, taking execution capacity and public service efficiency as the measure; updating the spirit of the 14th National Congress of the Party and major central policies; strengthening scientific research, summarizing practices, and expanding international cooperation; coordinating the development of projects to improve governance capacity, enabling development, and public service execution for the 2025-2030 period.

Fourth, the Academy recommends the Prime Minister to direct the review and synchronous institutionalization of regulations on title standards, political theory training, and civil servant fostering; amend and supplement Decree 171/2025/ND-CP toward allowing the Academy more initiative in issuing and managing fostering programs; issue a decree on training and fostering public employees; and at the same time, pay attention to allocating investment resources, modernizing facilities, and digital transformation.

The Vice President of the Ho Chi Minh National Academy of Politics affirmed that the Ho Chi Minh National Academy of Politics is determined to innovate, act decisively, and promote its role as a national center for training and fostering cadres, contributing to building a team of cadres with sufficient qualities, capacity, and prestige to meet the country's development requirements in the new stage.

At the working session, representatives of the leadership of functional ministries highly agreed on the development orientation of the Academy of Public Administration and Governance in the new stage, and had frank and serious exchanges on the recommendations and proposals of the Ho Chi Minh National Academy of Politics and the Academy of Public Administration and Governance, such as: Ensuring synchronicity and unity in training and fostering cadres and civil servants according to Decree No. 171/2025/ND-CP; perfecting title standards, job positions, and competency frameworks as a basis for building training programs.

Linking training with state management practice, especially in the context of rearranging the organizational apparatus and implementing the two-tier local government model; promptly updating new regulations and policies for leadership and management cadres. Strongly shifting training methods from knowledge transmission to forming capacity, qualities, and innovative thinking; taking the learner as the center; training according to social needs, not teaching what one has but teaching what practice needs. Improving the quality of the teaching staff, increasing the proportion of professors, associate professors, and doctors; strengthening foreign language capacity to step-by-step teach in English; attracting leading experts and visiting lecturers with practical experience. Building the Academy into a national key training institution, aiming for the position of a leading regional training and research center for administration and public governance. Promoting digital transformation, developing a smart academy, expanding online training, modernizing infrastructure and equipment; upgrading facilities to increase competitive capacity. Ensuring stable, focused, and effective financial resources, implementing Phase II of the Academy construction investment project for the 2026-2030 period; expanding international training cooperation, especially with students from Laos, Cambodia, and foreign subjects.

Speaking at the working session, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh sent his best New Year wishes, and at the same time sincerely thanked, recognized, and highly appreciated the efforts and dedication of generations of faculty, staff, and employees of the Academy of Public Administration and Governance over the past nearly 70 years.

Affirming the central role of public administrative governance in national development

Speaking at the working session, Prime Minister Pham Minh Chinh emphasized: in every historical period, national governance capacity always plays a decisive role in the country's development. In the new era, governance is not just organizing execution but also creating a vision, strategy, and effective, sustainable operational mechanisms.

Public administrative governance holds a pivotal position, transforming the policies of the Party and State into specific development results.

Recognizing nearly 70 years of construction and growth of the Academy

Prime Minister Pham Minh Chinh highly appreciated the achievements of the Academy of Public Administration and Governance over nearly 7 decades, especially after one year of operating under the new organizational model within the Ho Chi Minh National Academy of Politics system.

The Academy has trained and fostered over 500,000 cadres; trained tens of thousands of bachelors, masters, and doctors; built a high-quality teaching staff; expanded international cooperation with more than 50 partners; and actively conducted scientific research and participated in consultancy and policy planning. These achievements have been recognized with many noble awards from the Party and State.

Frankly pointing out limitations that need to be overcome

Beside the achieved results, Prime Minister Pham Minh Chinh requested the Academy to seriously look at several existing issues such as: the personnel structure is not yet truly reasonable; the ratio of lecturers with high academic titles and degrees is still limited; and training and research programs are not yet synchronous and have not fully kept pace with the requirements of human resource development and new governance practices.

Setting requirements for comprehensive transformation in national governance

In the context of a fast-changing and complex world, the Prime Minister emphasized that national governance capacity is a “strategic asset,” deciding the soft power and breakthrough ability of each nation.

The Academy needs to stay close to major transformation trends: from management to enabling governance; from administrative commands to results-based governance; from pre-inspection to post-inspection; from bureaucratization to service; from E-Government to Digital Government; and strengthening decentralization and power delegation linked with power control and improving execution capacity.

Implementing “5 pioneers” to elevate the Academy

Prime Minister Pham Minh Chinh requested the Academy to be a pioneer in: (1) Institutionalizing the Resolution of the 14th National Congress and thematic resolutions on innovating national governance; (2) Innovating thinking, training according to competency standards, linked with practice and output results; (3) Innovating teaching methods, promoting research and policy consultancy; (4) Building a high-quality teaching staff, promoting identity and core values; (5) Strongly applying science and technology, developing the “Digital - Green - Smart Academy” model.

At the same time, the Academy needs to promote the educational philosophy of “Knowledge Creation - Innovation - National Responsibility,” with the core values: “Wisdom - Quality - Modernity,” building a team of passionate, professional lecturers linked with governance practice; a learning and teaching culture: “Real Learning - Real Exams - Real Impact”; continuing to implement and elevate its development mission according to the 24-word motto: “Promoting Identity - Elevating Wisdom - Training Elites - Staying Close to Practice - Smart Governance - Enabling Development.”

Perfecting mechanisms, ensuring resources for the Academy to develop worthily

The Prime Minister requested the Ho Chi Minh National Academy of Politics to effectively implement the “Academy within an Academy” model; the Ministry of Home Affairs to perfect competency frameworks and title standards; the Ministry of Education and Training to pay attention to building a mechanism to develop the Academy into a national key higher education institution; the Ministry of Finance to prioritize the allocation of resources and early implementation of Phase II of the headquarters construction investment project.

Prime Minister Pham Minh Chinh believed that with its glorious tradition, innovative spirit, and high determination, the Academy of Public Administration and Governance will continue to develop strongly, becoming an exemplary center for training and fostering cadres, contributing to building a modern national governance serving the People in the new era.

In response, Mr. Le Hai Binh, Member of the Party Central Committee and Standing Vice President of the Ho Chi Minh National Academy of Politics, sincerely thanked the close attention and guidance of the Prime Minister; affirmed that the collective leadership, faculty, staff, and employees of the Ho Chi Minh National Academy of Politics will seriously internalize the profound and comprehensive directions of Prime Minister Pham Minh Chinh at the working session; and affirmed that this is an important strategic orientation for the Academy to continue to innovate and develop in the new stage.
