The dissertation contributes to systematizing the theoretical foundations of institutions that promote the development of the circular economy (CE) at the city level, clarifying the distinctive role of urban institutions in organizing, coordinating, and implementing CE intiatives. On this basis, it proposes an analytical framework for CE institutions comprising: (i) the legal and policy framework; (ii) the actors involved and the relationships among them; and (iii) the organizational apparatus and regulatory tools. The study further provides empirical evidence on the institutionalization of CE in Ho Chi Minh city from 2015 to 2024, identifying major trends, institutional bottlenecks, and underlying causes. It thereby suggests a multi-actor governance approach suited to the context of a large metropolitan area.

Practical Contributions:

The dissertation offers a comprehensive and updated assessment of CE-related institutions in Ho Chi Minh city, drawing on legal documents, statistical data, official reports, and expert interviews. It identifies major institutional constraints, including inadequate economic instruments, insufficient technical standards, weak inter-agency coordination, and uneven enforcement capacity.

Based on these findings, the study proposes feasible institutional reform measures toward 2030, with a vision to 2045, contributing to the refinement of relevant policies and development programs./.
