The thesis contributes to clarifying the theoretical foundation of the implementation of law concerning the attraction and utilization of talented persons in public service activities from the perspective of the major in Theory and History of State and Law.
On that basis, the thesis develops and analyzes the concepts, characteristics, roles, legal contents, forms of legal implementation, and conditions ensuring the implementation of law in this field. The research findings add valuable reference materials for research, teaching, and policy formualtion in the fields of public service, public officials, and talent governance in the public sector.

The thesis is a specialized and systematic study of the legal framework and the implementation of law on attracting and utilizing talented persons in public service activities in the provinces of the Southeast region during the period 2015-2025. Based on empirical surveys, the thesis identifies the achievements, limitations, and causes of limitations in both the legal framework and the organization of legal implementation. On that basis, the thesis proposes a system of viewpoints and solutions to ensure the effective implementation of law on attracting and utilizing talented persons in public service activities, in line with the specific characteristics of the Southeast region and the requirements of building a socialist rule-of-law state in Vietnam in the current period.
