The research findings help enrich the body of reference materials available to academic institutions, local authorities, and organizations involved in providing social assistance to persons with disabilities.

The dissertation contributes arguments to the theory regarding the implementation of laws on social assistance for persons with disabilities based on a rights-based approach; it clarifies that social assistance serves as a legal mechanism for upholding the rights of persons with disabilities, while legal implementation constitutes the process by which relevant stakeholders put legal provisions into practice. By systematizing the influencing factors and necessary conditions, the dissertation evaluates the current state of implementing social assistance laws for persons with disabilties in Vietnam’s northern border provinces, identifying achievements, limitations, bottlenecks, and underlying causese regarding the guarantee of their right to social assistance. Consequently, the dissertation proposes perspectives and solutions to ensure effective legal implementation focusing on refining the legal framework, enhancing implementation capacity, and strengthening resources, social security data, coordination mechanisms, oversight, transparency, and accountability tailored to the specific characteristics of Vietnam’s northern border province.
