The doctoral thesis: “Human resources for digital economic development in Thai Nguyen province” of PhD candidate Ngo Cam Tu, major in Political Economy, K.35 (2019-2023).

New academics and theoretical contributions:

Based on the assimilation and inheritance of the results of previous scientific studies: First, the dissertation provides a new approach to the issue of human resource for the development of the digital economy at the provincial level from a political economy perspective. Second, it contributes to clarifying and supplementing the theoretical framework regarding human resources for the development of the digital economy at the provincial level, such as concepts, roles, requirements for human resources for the development of the digital economy, perspectives on building human resoures for the development of the digital economy, content, evaluation criteria, and factors affecting human resources for the development of the digital economy at the provincial level. Third, it establishes a theoretical framework for analyzing the current state of human resources for the development of the digital economy at the provincial level.

New studying and surveying results:

Based on the collected data, the dissertation analyzes and evaluates the current state of human resources for the development of the digital economy in Thai Nguyen province from 2018 to 2022.

From this analysis, it draws general conclusions about the achievements, limitations, and resons for these limitations. It proposes solutions to develop human resources for the digital economy in Thai Nguyen province: (1) Raise social awareness about the role and position of human resources for the development of the digital economy; (2) Develop strategies and plans for human resources for the development of the digital economy; (3) Improve mechanisms and policies to motivate the attraction, use, and training of human resources for the development of the digital economy; (4) Strengthen the leadership of Party committees and authorities and promote the role of leaders of agencies, organizations, and enterprises; (5) Develop human resources for the digital economy based on the development of a high-tech industrial workforce in the province; (6) Expand international cooperation in the use and training of human resources for the development of the digital economy./.
