The doctoral thesis: “Leadership by Party Committees in Party – Building work at the people’s public security schools of Ho Chi Minh City from 2003 to 2020” of PhD candidate Do Hoang Tuan, major in History of the Communist Party of Vietnam, training course: 36 (2020-2024).

New academics and theoretical contributions:

Based on selectively inheriting the resutls of related scientific works, this dissertation shed light on three key areas. First, it explores the development and solidification of leadership principles and mechanisms employed by the Communist Party of Vietnam in relation to the People’s Public Security Forces. Second, the characteristics, formation, and development process of a grassroots Party organization into a higher-level Party organization in a type of Party organization in the Vietnam People’s Public Security is exemplified by the Party Committee of the People’s Public Security School. Third, it recalls and summarized the experiences of the Party Committee of the People’s Public Security Schools in Ho Chi Minh City in leading the Party building work, through two main contents as (1) developing a policy framework for Party building work, and (2) providing guidelines for implementing this policy framework across the four areas of Party building including political, ideological, moral, organizational, and cadre development. The conclusions of the thesis might contribute to providing scientific arguments for policy planning and measures to strengthen Party building work in People’s Public Security Schools in the new context.

New findings from research results:

The thesis elucidates the process of Party leadership in Party building work by the Party Committee of the People’s Public Security Schools in Ho Chi Minh city from 2003 to 2020, through two stages 2003-2011 (grassroots Party Commitees leading Party building work) and 2011-2020 (pilot project to build higher-level Party Committees).

On this basis, the thesis summarizes a number of experiences. First, to consistently and deeply grasp the position, role and importance of Party building work is the decisive factor in the leadership capacity and combat strength of the Party Committee of the People’s Public Security Schools. Second, it is necessary to adhere to the principles of Party building and the principle of absolute and direct Party leadership over the People’s Public Security in all aspects. Third, to ensure both comprehensiveness and focus of Party building work in each period and stage is important. Fourth, it is essential to promote the role of mass organizations, agencies, and units in participating in Party building work./.
