Regarding new academics and theoretical contributions:
The dissertation contributes to supplementing and clarifying the theoretical foundation related to the quality and quality assurance of provincial-level state economic management personnel. It provides a rationale for evaluating the quality of state economic management personnel, with specific evaluation criteria for both quality and quality assurance.
The dissertation offers a detailed and comprehensive assessment of the current state of quality and quality assurance of state economic management personnel in Nam Dinh province during the 2018-2022 period. These data and analyses form the basis for proposing specific, feasible, and highly applicable solutions to help the Nam Dinh provincial government formulate policies to effectively develop its personnel.
These policies ensure the quality of state economic management personnel in Nam Dinh, contributing to its development in line with current conditions. The research findings of the dissertation can be applied not only to Nam Dinh province but also to other provinces and cities with similar conditions.
New points drawn from research and survey results:
The dissertation contributes to supplementing and clarifying the theoretical foundation related to the quality and quality assurance of provincial-level state economic management personnel, including specific criteria for assessing the quality of the personnel and the influencing factors. It provides objective conclusions about the quality and quality assurance efforts for the state economic management personnel in Nam Dinh province.
Proposing eight groups of solutions to ensure the quality of the public economic management workforce in Nam Dinh province as follows:
(1) Innovating and improving the planning, recruitment, and utilization of public economic management officials in Nam Dinh province;
(2) Enhancing professional and political training to foster innovative thinking on development, ensuring the quality of the public economic management workforce in Nam Dinh province;
(3) Improving the efficiency of assignment and utilization of the public economic management workforce in Nam Dinh province;
(4) Reforming and strengthening the management, inspection, supervision, and evaluation of public economic management officials in Nam Dinh province;
(5) Enhancing cooperation and training linkages, while reviewing and renewing incentive policies for the public economic management workforce in Nam Dinh province;
(6) Creating a healthy workplace culture for the public economic management workforce in Nam Dinh province;
(7) Improving the physical health of the economic management workforce in Nam Dinh province;
(8) Applying technology to ensure the quality of the public economic management workforce in Nam Dinh province.
