With a view to promoting academic exchange and sharing international experiences in public administration development, the Ho Chi Minh National Academy of Politics, in collaboration with the Lao National Academy of Politics and Public Administration, the Australian Embassy in Vietnam, and Thanh Hoa Provincial Party Committee, hosts an international workshop with the theme: “Building an effective, and high-performing public administration: Experiences from Vietnam, Laos, and Australia” on April 29, 2025.

The International Workshop serves not only as a platform for the three countries to exchange experiences and learn from one another but also plays a vital role in strengthening international collaboration and partnership.
The international workshop also provides a meaningful opportunity for Vietnam, Laos, and Australia to deepen cooperation in addressing common challenges in public administration reform and the establishment of an effective, and high-performing public administration. Such collaboration is essential not only for the development of each nation but also for the broader advancement of the region and the world.

Organised in Thanh Hoa province, the International Workshop is expected to welcome approximately 200 participants, including: Representatives of the leadership of the Party and State; the Board of Presidents of the Ho Chi Minh National Academy of Politics; the Office of the Party Central Committee; the Central Commission for Publicity, Education and Mass Mobilisation; the Organisation Commission; the Central Policy and Strategy Commission; the Ministry of Home Affairs; the Ministry of Science and Technology; representatives of departments under the Ho Chi Minh National Academy of Politics; leaders of Thanh Hoa Province; the Australian Embassy in Vietnam; delegates from the Lao National Academy of Politics and Public Administration; Vietnamese and international experts and researchers; the Vietnam Chamber of Commerce and Industry; business representatives; and researchers contributing to the proceedings of the Workshop.
Establishing an effective and high-performing public administration is a vital priority for all nations, given the wide-ranging benefits it offers to governments, citizens, and businesses. In the current context of socio-economic development and globalisation, an effective, efficient and high-performing public administration is key to elevating the quality of national governance, meeting the production, business and investment needs of enterprises; advancing the quality of life for citizens; optimising the use of resources; fostering innovation; and strengthening national competitiveness.

More than 30 academic papers have been submitted to the International Workshop Organising Committee by leaders of central agencies, ministries, and commissions, as well as researchers from domestic and international institutions, academies, and universities. These submissions focus on four main thematic areas:
First, to clarify fundamental theoretical issues related to the development of an effective and high-performing public administration, including its fundamental nature, influencing factors, key requirements and essential tasks.
Second, to share practical experiences in building an effective and high-performing public administration in Vietnam, Laos, and Australia, including notable achievements, existing limitations and their underlying causes.
Third, to analyse emerging contexts influencing the development of an effective and high-performing public administration in each country, thereby identifying opportunities and challenges in such a process.
Fourth, to propose strategic directions and solutions to further advance the development of an effective and high-performing public administration in Vietnam, Laos, and Australia in the upcoming period.

The workshop was supported by the Vietnam Australia Centre (VAC). By delivering knowledge exchange activities, VAC serves as the engagement and discussions on high-performing public administration lessons learned from Australia, Laos and Vietnam.
