In his opening and introductory remarks, Prof. Dr. Nguyen Xuan Thang, Member of the 13th Politburo, Chairman of the Central Theoretical Council, stated that with the motto “Unity – Democracy – Discipline – Breakthrough – Development,” the 14th National Congress of the Communist Party of Vietnam was held very successfully, marking a new milestone in the history of the Communist Party of Vietnam and the glorious history of the Vietnamese nation.

The 14th Congress adopted important political documents to successfully implement national development goals. These documents are not only the crystallization of intellect but also the harmony between the will of the Party and the aspirations of the people, serving as a guiding torch for the entire Party, people, and army in the new development stage, marking the beginning of a new era of national rise. As General Secretary To Lam emphasized, the documents of the 14th Congress truly embody the intellect, will, innovative thinking, aspiration for advancement, and great determination of the entire Party, people, and army in building, developing, and defending the Socialist Republic of Vietnam.
According to Prof. Dr. Nguyen Xuan Thang, the 14th Congress achieved great success in many aspects, including the development of its documents with many new features: innovations in structure and the organization of the political report linked with an action program; in viewpoints, ideology, thinking, strategic vision, and major decisions, as well as their practical implementation; reflected in the deployment of highly action-oriented solutions.
Emphasizing the context and significance of the conference, Prof. Dr. Nguyen Xuan Thang noted that the conference is the most vivid and practical manifestation of the directive spirit affirmed by General Secretary To Lam at the closing session of the 14th Congress, demonstrating a rapid and decisive shift from theoretical awareness to practical action, from Party resolutions to the concrete life of the people. The fact that the four leading theoretical institutions jointly organized the conference just days after the Congress sends a strong message: these institutions not only conduct research and theory but also proactively and actively participate in translating resolutions into concrete actions, contributing to the successful implementation of the strategic goals set by the Congress, toward the two historic milestones of the 100th anniversary of the Party and the nation.
From the core contents of the 14th Congress, within the framework of the conference, Prof. Dr. Nguyen Xuan Thang requested experts and scientists to thoroughly grasp the Report of the 13th Party Central Committee on the documents submitted to the 14th Congress and the speech of General Secretary To Lam at the Congress, thereby focusing discussions on proposing solutions to bring the Resolution into practical life. This affirms a strong message of action, overcoming weaknesses in previous congresses, demonstrating an immediate shift from awareness to action, from resolution to practice. Actions must be concrete, substantive, with clear roadmaps, resources, outputs, timelines, and evaluated by actual results.

The scientific conference “Solutions for Bringing the Resolution of the 14th National Party Congress into Practice” was organized into three sessions: an opening session and two thematic sessions titled “Bringing the New Spirit of the 14th Congress Documents into Practice” and “Bringing the Action Program of the 14th Congress into Practice,” with two central presentations guiding more than 20 interventions by delegates in the thematic sessions.
Delivering orientation remarks for the first discussion session, Assoc. Prof. Dr. Duong Trung Y, Member of the Party Central Committee, Editor-in-Chief of the Communist Review, affirmed that bringing the new spirit of the 14th Congress documents into practice is a political responsibility, a work mandate, and the most vivid and practical measure of the Party’s leadership and governance capacity, as well as an objective requirement of national renewal and development.
According to Assoc. Prof. Dr. Duong Trung Y, practice has shown that the value of Congress documents lies not only in their written content and viewpoints but is primarily verified through implementation. These documents only have value and truly “live” when institutionalized into appropriate policies, effectively implemented, and creating real changes in political, economic, and socio-cultural life, as well as in national defense, security, and foreign affairs, reflected in dynamic practical developments, improvements in material and spiritual life, and strengthened public trust in the Party.

With that spirit, in the first discussion session themed “Bringing the New Spirit of the 14th Congress Documents into Practice,” Assoc. Prof. Dr. Duong Trung Y proposed that experts and scientists focus on clarifying: (i) the spirit of strong, synchronized, and effective innovation; (ii) the spirit of placing national interests and people’s happiness as the highest goal; (iii) the spirit of self-reliance, self-strengthening, confidence, and national pride; (iv) the spirit of “strategic autonomy” as a new development in theoretical thinking and national vision; (v) the spirit of daring to think, act, and take responsibility among cadres and Party members; (vi) the spirit of decisive action, doing more and thoroughly.
In addition to these prominent new spirits, the documents of the 14th Congress also reflect many other important new aspects across various fields, including the aspiration for a prosperous, civilized, and happy nation as a core value; and new requirements in Party building and rectification, demanding higher leadership capacity, political courage, and revolutionary ethics, strengthening the close relationship between the Party and the people, and taking people’s satisfaction as a measure of effectiveness.

In the second discussion session themed “Bringing the Action Program of the 14th Congress into Practice,” Prof. Dr. Le Van Loi stated that implementing the Congress’s action program in practice is not only the responsibility of implementing agencies but also places new demands on theoretical and social science research. Research must go beyond explaining policies to clarifying implementation conditions, institutional bottlenecks, policy risks, and mechanisms to ensure effectiveness.
With participation from scholars across various fields, Prof. Dr. Le Van Loi proposed focusing discussions on how to ensure that the action program becomes regular practice across the political system, creating tangible development breakthroughs in people’s lives.

Significance and Contributions of the Conference to the Implementation of the Resolution of the 14th National Party Congress
With two well-structured thematic sessions and more than 20 presentations, delegates emphasized that to bring the new spirit of the Resolution into practice, it is necessary to: (i) concretize Congress viewpoints into action programs, strategies, and plans at all levels; (ii) innovate development thinking and governance models; (iii) improve the socialist-oriented market economy institutions; (iv) build and operate a socialist rule-of-law state; (v) strengthen Party building; (vi) develop high-quality human resources; (vii) promote digital transformation; (viii) strengthen socialist democracy; and (ix) establish transparent power control mechanisms.
At the same time, to implement the action program, experts suggested: (i) coordinated institutional solutions; (ii) integration into digital governance systems; (iii) promotion of science, technology, and innovation; (iv) encouragement of proactive cadres; (v) linking implementation with people’s and businesses’ interests; (vi) innovation in monitoring and evaluation; (vii) reference to international experience; and (viii) prioritizing early-term actions.

This aligns with the breakthrough spirit of the 14th Congress, especially the issuance of an action program alongside the Resolution—an important step to overcome formalism and ensure effective implementation. Based on discussions, the conference proposed valuable theoretical and practical solutions to translate Congress objectives into concrete programs and actions, ensuring consistency between long-term strategic thinking and flexible implementation, while promoting breakthroughs in the new era.
Emphasizing key tasks ahead, the Director of the Ho Chi Minh National Academy of Politics requested relevant units to disseminate conference results and incorporate them into action plans and programs of each agency and organization.
