The conference is a practical activity commemorating the 54th anniversary of the establishment of diplomatic relations between Vietnam and India, the 10th anniversary of the two countries upgrading to a Comprehensive Strategic Partnership, and also towards the AI Impact Summit in India. This is a scientific forum focusing on summarizing the practical experiences of digital transformation in both countries, thereby building a profound scientific framework for the digital transformation process to promote sustainable development based on science and technology in the new era.
Over 100 delegates attended the conference, including leaders and managers from central and local ministries and agencies, experts, and scientists from Vietnam and India, including representatives from the Ministry of Foreign Affairs, the Ministry of Science and Technology, the Ministry of Education and Training, the Ministry of Finance, the Vietnam Academy of Social Sciences, and Hanoi National University.

Assoc. Prof. Dr. Le Hai Binh affirmed in his opening remarks that the comprehensive strategic partnership between Vietnam and India is developing enormously, becoming increasingly in-depth, substantive, and effective, especially in key areas of the digital age.

In the 21st century, digital transformation has transcended the framework of technological innovation or technical modernization, becoming a strategic pillar of national development capacity, profoundly impacting growth models, methods of state governance, social structure, competitiveness, and the position of each nation in the rapidly restructuring global economic and political order.
For Vietnam and India, Assoc. Prof. Dr. Le Hai Binh expressed that, as two dynamically developing countries with large populations, open markets, and tenacious aspirations for advancement, digital transformation is not just an option, but the inevitable and shortest path to complete long-term development goals. While India is aiming to become a $5 trillion economy, Vietnam is steadfast in its goal of becoming a developed, high-income country by 2045. In both of these strategic visions, digital transformation is identified as a central momentum of growth and a foundation for sustainable development.

He emphasized that digital transformation is a challenging journey but also holds immense opportunities for Vietnam and India to realize their national development aspirations. Through studying the efforts and opportunities of both countries, it can be affirmed that they are facing a "golden moment" to further strengthen their strategic partnership in the high-tech sector.

At the conference, Mr. Periasamy Kumaran, Indian Deputy Minister of External Affairs, congratulated Vietnam on successfully organizing the 14th National Congress of the Communist Party of Vietnam and expressed confidence that Vietnam will continue to make impressive progress in its development agenda and achieve the 2045 goals. He also affirmed that India is always ready to stand alongside the country and people of Vietnam on this journey.
General Prof. Dr. Nguyen Van Thanh, former Member of the Central Committee of the Communist Party of Vietnam, Vice Chairman of the Central Theoretical Council, delivered a presentation at the conference.
According to Mr. Kumaran, there are three transformations waiting for the world: digital, industrial, and energy transformation. The choices made will not only affect the environment and prosperity, but will also be key to ensuring national security, economic resilience, and international standing in the coming years.
Regarding India's successes in leveraging technology for development, Mr. Kumaran stated that India is cooperating with Vietnam in sharing experiences and technologies during the digital transformation process. Currently, the two countries maintain dialogue mechanisms on information technology, science and technology, among many other fields, and are reorienting their strategies to meet the demands of the times.

On the occasion of the 10th anniversary of the Comprehensive Strategic Partnership, Mr. Periasamy Kumaran advised both sides to capitalize on this significant milestone, utilizing their complementary strengths to achieve a developed India by 2047 and a developed Vietnam by 2045.
Opportunities and Efforts of Vietnam and India
At the conference, delegates clarified the current landscape of technology and digital transformation in India and Vietnam; from there, mainly discussing three major issues: perfecting the institutional and legal framework for digital transformation, especially for new technologies and advanced digital governance models; promoting cooperation in the core technology transfer, infrastructure development, digital government, and smart cities; and developing an innovation and startup ecosystem, while enhancing connections between state agencies, businesses, and academic communities in both countries.

The international conference “Opportunities and Efforts of Vietnam and India in Digital Transformation” included an opening session, three in-depth discussion sessions, and three corresponding discussion sessions, highlighting the following key themes: (1) Digital transformation and innovation: From strategic vision to cooperation practice; (2) Cooperation in the field of artificial intelligence, towards the AI Impact Summit; (3) Next-generation technologies and sustainability in the digital transformation process. These contents play a core role in the national digital transformation strategy to meet the requirements of sustainable development in the new era.
