Opening ceremony of the training course on management of education and professional development in the new context

Assoc. Prof. Dr. Nguyen Duy Bac, Vice President of the Academy, delivered the opening remarks

The opening ceremony was attended by representatives of the leadership of functional units under the Academy, lecturers, and all trainees.

In his opening remarks, Assoc. Prof. Dr. Nguyen Duy Bac emphasized that the training course takes place in a particularly important context, as the Party and State have successfully organized the 14th National Party Congress. Notably, Resolution No. 3 of the 14th Party Central Committee has identified the key program on “Training and professional development for cadres in the new era,” assigning the Academy an important responsibility for developing a competency framework for the contingent of cadres. According to Assoc. Prof. Dr. Nguyen Duy Bac, the overarching direction of innovation chosen by the Academy in the current period is to make a strong shift toward a model of co-creating knowledge and new values. This represents a fundamental change in the organization of the entire training process, whereby knowledge acquired at the Academy must serve as a springboard for cadres to continuously improve themselves throughout their “cadre life cycle” until retirement.

Sharing the Academy’s development orientations, Assoc. Prof. Dr. Nguyen Duy Bac stated that, in the new context, the Ho Chi Minh National Academy of Politics has been assigned breakthrough tasks, including becoming an international cadre training center and directly organizing programs such as Projects 165 and 39, instead of sending cadres abroad for training as previously practiced. At the same time, the Academy will expand training in new areas with no precedent, such as digital governance, innovation, and digital transformation for 100% of cadres and civil servants throughout the political system. To accomplish these objectives, the entire management process will be operated on the Academy’s digital and smart Academy platforms, with the application of internal artificial intelligence (AI) to track, assess accountability, and evaluate work performance through key performance indicators (KPIs).

To ensure that the training course achieves its objectives, Assoc. Prof. Dr. Nguyen Duy Bac requested that trainees strictly observe the rules, regulations, and training program; fully participate in all classes; and operate the training course in the spirit of co-creation by frankly raising practical difficulties and challenges, sharing effective approaches, and providing critical feedback on issues where different views remain. Through such exchanges, the training course will generate shared knowledge that no individual thematic session could provide on its own.
