The research and field trip in Singapore was organised within the framework of a training program to update and foster knowledge for Vietnamese officials, who are groomed for membership of the 14thParty Central Committee, to enhance learning from international experiences in the areas of socio-economics and national governance.

In Singapore, professors, experts, leaders, and managers from the Lee Kuan Yew School of Public Policy, the Global Data Center, SPH Media Trust, and former leaders of the Singaporean government agencies shared, exchanged, and discussed topics of interest to the delegation.
On the first day, the delegation listened to a presentation on key issues on Singapore’s national governance by Mr. Lim Siong Guan, former Head of the Singapore Civil Service. They also worked with Assoc. Prof. Dr. Vu Minh Khuong at the Lee Kuan Yew School of Public Policy on Vietnam’s vision 2045 and building an effective development strategy. The topics discussed in the meeting focused on the four following issues: (i) an overview of strategic thinking and development strategy planning; (ii) Vietnam's vision 2045 and the urgency of planning an effective development strategy for the next two decades; (iii) Singapore's experience in development strategy planning; and (iv) some proposed steps in planning a development strategy with Vietnam's vision 2045.
Based on the presentation, the delegation focused on exchanging opinions and discussing how to answer the key questions for Vietnam when entering a new era of development. The discussion took place in an ebullient manner with many interesting comments and questions, which went straight to the point of how to accomplish goals in Vietnam’s vision 2045 from Singapore's experience.
Before the end of the first working day, the delegation went on a field trip to ST Telemedia Global Data Centres. The leaders of the data centres shared about the importance of data in digital transformation, and three conditions to develop data centres, namely electricity, water and land.

On the second day of the program, the delegation met and discussed with Mr. Khaw Boon Wan, chairman of SPH Media Trust. They raised many key questions related not only to Singapore's experience but also to issues of significance to Vietnam. The Vietnamese delegation was interested in such topics as media management, how the government effectively implements policies, or whether the construction of free trade zones is still appropriate in the trend of digital transformation and green transformation, decentralization of authority and power structure of Singapore. Each issue was discussed and exchanged on the basis of constructive spirit and drawing lessons for each side.
On the same day, the delegation listened to a presentation on highly effective government by Ms. Oong Toon Hui, Vice Dean and Executive Director of the Institute of Governance and Leadership at the Lee Kuan Yew School of Public Policy, and a presentation on building an elite public administration by Assoc. Prof. Dr. Vu Minh Khuong.

On the following day, the delegation attended a presentation delivered by Mr. Fong Chun Wah, former senior advisor of the Housing Development Board (HDB) on Singapore’s public housing: living well, living green, and close connection. In his presentation on social housing, Mr. Fong Chun Wah talked about the need to implement the social housing program in Singapore and HDB’s missions. The delegates also listened to a presentation on Singapore’s economic development strategy by Assoc. Prof. Terence Ho. Through his presentation, the delegation gained useful information on the economic growth and development strategy of Singapore.
Besides, Mr. Herman Loh, Vice President and Head of Region covering Southeast Asia and Oceania of the Singapore Economic Development Board (EDB) shared with the delegation an overview of the country’s development process and the EDB’s contributions.

In the following days, the delegation paid a working visit to Gardens by the Bay and YCH Group, a logistics and supply chain management company. At the Gardens by the Bay, the delegation was introduced to one of Singapore’s initiatives in attracting tourists. Based on the idea of developing an attractive tourism destination, the Singaporean government invested in building an artificial nature reserve, where has been planted many selected species of trees and flowers. This place was a very good lesson for the delegates in developing the heritage economy in localities.
At the YCH Group, the delegation worked with Mr. Robert Ian, the Executive Chairman of the company. During the working session, the members discussed and asked him many questions to broaden more knowledge and gain new information about the logistics industry in the Southeast Asian region and in the world. The results of the discussion were very positive.

On the last day of the working visit, the delegation listened to a presentation on digital transformation in Singapore delivered by Adjunct Professor Yaacob bin Ibrahim of the Lee Kuan Yew School of Public Policy. They also had two discussion sessions with Mr. Goh Chok Tong, former Prime Minister, Emeritus Senior Minister, Chairman of the Governing Board of the Lee Kuan Yew School of Public Policy, and Minister for Education Chan Chun Sing.
During the discussion, Emeritus Senior Minister Goh Chok Tong talked about experiences and ways in which the Singaporean government operates and manages the development of this country. Mr. Goh Chok Tong shared about many contents and methods that can be applied to learn in institutional innovation, as well as avoiding conflicts in the international environment such as using bilateral and multilateral forums to establish international regulations and consensus. The members of the delegation also raised many questions and discussed with Mr. Goh Chok Tong about many issues related to economic growth, foreign relations of Vietnam as well as suggestions in planning and implementing social policies, social security in different stages of development of Singapore.

Meanwhile, Singaporean Minister for Education Chan Chun Sing shared about the policies being used for the national education system so that Singapore can develop high-quality human resources. Regarding the concerns of the delegates about students using social networks, Mr. Chan Chun Sing expressed his personal views on the harms as well as the benefits of social networks.
Simultaneously, restricting students from using social networks requires coordination among relevant parties to thoroughly implement without leaving any unfortunate consequences. Regarding improving the quality of education and training, Mr. Chan Chun Sing said that there needs to be a unified and clear understanding of the quality of learning and the skills that students will contribute to the society. On the other hand, schools, teachers and families need to help students overcome the pressure of learning outcomes, separating the assessment of learning quality from the components of success and comprehensive development of students.
The results achieved from the research and field trip were very practical and useful for improving knowledge, skills and experience in leadership, management, national governance, planning and implementing public policies, promoting rapid and sustainable growth and development of local and national economies, implementing green transformation and digital transformation in the administrative system, attracting and employing talents in implementing an excellent civil service, and so on.
